The Standing Orders Act was intended to create "Policies and Guidelines" for the Parliament and the Members of Parliament. According to FlyingZebra, the original intention for both bills was "so the Speaker of Parliament could set guidelines/policies they expect MP's to do during their term, so there isn't much inactivity like there has been."

The original bill was critisized and eventually vetoed by the Prime Minister on the grounds of giving the Speaker of Parliament way too much power over the legislative. After the veto of the first bill, FlyingZebra has changed the bill so that the Mps will be able to have a say through their vote on what the "Policies and Guidelines" will be. FlyingZebra commented; "At the time of me making the first bill, I wasn't thinking about the power the SoP would be granted, I was mainly focusing on the point the bill would create. After I received comments/suggestions for the bill, I realized the SoP was given to much power with the new bill. I started to brainstorm what I could improve about the to much power part, and I new I would have to write a new bill. I am happy the first bill was vetoed."

Either way, the bill comes as another part of the reaction against the legislative and it's dysfunctional state in the January-February 2023 term, part of a push to fix the decrepit arm of government. For the entirety of the term, a group of inactive Members of Parliament had always existed, and this bill is an attempt to adress the issue, according to FlyingZebra.

As of now, the bill has not yet been voted upon, and only time shall tell if the current Members of Parliament - at the last days of their tenure - will agree with FlyingZebra's way to address the problems the institution faces.
